Moving companies
Normally, a moving company is hired by a tenant and then carries out the job while the tenant still has a lease on the apartment/house. However, if the tenant no longer resides at the space and leaves some of his/her belongings behind, it is the right of the landlord to deal with any items in the house. I assuming that the reason this is an issue is because your friend doesn't want to have to pay for a company to remove the items from the space.
While the tenant/former tenant
should be responsible for removing his/her own items from the space, they do not have a right to items they've left behind. If your friend cannot get in touch with the former tenant--and if your friend does not intend to keep any of the items left in the house--we would recommend hiring an inexpensive removal company to dispose of the remaining belongings of the tenant.
